Institutional Logics at Play in a Mobility-as-a-Service Ecosystem

The last decade has brought the transport sector to forefront of discussions on sustainability and digital innovations: practitioners, researchers, regulators alike have witnessed emergence a wide diversity shared mobility services. Based longitudinal case study regional Mobility-as-a-Service (MaaS) ecosystem in Sweden, constituted document analysis 24 semi-structured interviews with 18 representatives from authorities, service providers, other stakeholders public private sectors, this examines co-existing competing institutional logics at play, identified as State logic, Market Sustainability Experimental Service logic. reveals that these pertain tensions collaboration within ecosystem’s terms of: (1) finding common vision scope for MaaS, (2) establishing sustainable business model, (3) triggering behavioral change regarding car travel, (4) being able find one’s role project consequently collaborate stakeholders, (5) managing uncertainty through testing experimenting innovative solutions, which ultimately yielded key learnings about MaaS its stakeholders. These findings, based an framework, provide novel perspective emerging ecosystems, implications developers further research are drawn.
