The paper studies edge-coloring of signed multigraphs and extends classical Theorems Shannon K\"onig to multigraphs. We prove that the chromatic index a multigraph $(G,\sigma_G)$ is at most $\lfloor \frac{3}{2} \Delta(G) \rfloor$.
