We propose and demonstrate a novel photonic phase shifter based on vector summation technique using polarization maintaining fibers (PMF). The phase change is achieved by controlling the modulator bias point and the polarization state of the signal injected into PMF. By controlling PMF length, 2π phase change is possible at microwave and millimeter wave frequencies.
