建設汚泥の凝集沈殿工程において使用されている高分子凝集剤は，毒性を持つ未反応モノマーを含有することが懸念されるため，要求される凝集能を維持しつつ，高分子凝集剤の添加量を低減する新たな中間処理工程が必要とされている。一方で，再生紙を製造する際に発生するペーパースラッジ灰(PS 灰)は，セメントの需要の減少や最終処分場の不足の懸念があるため，新たな分野での利用が求められている。そこで，高分子凝集剤添加量を低減する事を目的に，凝集沈殿工程において高分子凝集剤と無機凝集剤を併用し凝集補助材として PS 灰を使用した。その結果，PS 灰の添加により凝集能の向上と沈殿物由来のフッ素の溶出抑制が確認された。
