We give canonical forms for a general singular matrix pencil from which several observer design problems are easily solved. The geometrical basis of these forms is emphasized. Algorithms for the robust computation of the needed subspaces are given.

In the present note we show that any surface of general type over C with pg = 2,q = 1 and non birational bicanonical map has a pencil of curves of genus 2. Combining this result with previous ones, one obtains that an irregular surface S of general type with χ(S) ≥ 2 and non-birational bicanonical map has a pencil of curves of genus 2.

Perineal traumas are rarely seen in males, and can affect the anterior urethra and corpus cavernosum of the penis. In this paper, we report the case of a 14-year-old boy admitted to the emergency room with a pencil entering the perineum.
