We consider a global quantum system (the “Universe”) satisfying double constraint, both on total energy and momentum. Generalizing the Page Wootters clock formalism, we provide model of 3 + 1 dimensional, non-relativistic, spacetime emerging from entanglement among different subsystems in globally “timeless” “positionless” Universe.
