高齢化に伴い，わが国における紙おむつの消費量は年々増加している。使用済み紙おむつの多くは焼却処分されているが，一部地域では殺菌等の衛生的処理をした上でパルプ等の再生利用や熱回収の取り組みが行われている。環境省では再生利用等の導入を検討する自治体への情報提供を目的として 2020 (令和 2) 年3月に使用済紙おむつの再生利用等に関するガイドラインを公表した。ガイドライン公表後，自治体・民間事業者による実証事業や導入に向けた検討が行われており，紙おむつは再生利用等が可能であるという理解が広まるとともに関心が高まっているといえる。使用済み紙おむつの再生利用等が一般化した取り組みとなるためには，先進的な取り組みを行なっている自治体に次ぐ好事例が創出されるかが重要であり，紙おむつの再生利用等が当たり前の選択肢となる社会を目指し，再生利用等に向けた検討を後押しするための施策を引きつづき検討して...
