Two integer-programming models are presented which optimize barge groupings into cost efficient configurations for transit. First a grouping IP is used to cluster barges with similar characteristics such as origin port, destination port, and pickup time so as to minimize dwell and handling cost. Next an assignment IP is used to assign groups to tow boats to minimize travel costs.
