A new method, based on Effective Mean Field Theory, is proposed for the evaluation of the optical/dielectric properties of inhomogeneous materials, in which the real and imaginary parts of the dielectric function are determined by solving a simultaneous non-linear equation. We present a result on “simultaneous” exact controllability for two models that describe two hyperbolic dynamics. One is the system of Maxwell equations and the other a vector-wave equation with a pressure term.
