We report on our experiences and lessons learned using Scantegrity II in a mock election held April 11, 2009, in Takoma Park, Maryland. Ninety-five members of the community participated in our test of this voting system proposed for the November 2009 municipal election. Results helped improve the system for the November binding election.
the American electoral system. Several private commissions—one headed by former presidents Gerald Ford and Jimmy Carter—have already reached their conclusions and proposed changes to the way we run our elections. Since the founding of this country, state and local governments have had primary responsibility for running congressional elections. Congress has the authority to override state and lo...
The November 2014 Australian State of Victoria election was the first statutory political election worldwide at State level which deployed an end-to-end verifiable electronic voting system in polling places. This was the first time blind voters have been able to cast a fully secret ballot in a verifiable way, and the first time a verifiable voting system has been used to collect remote votes in...
Election incidents – where the elections system fails voters – are of increasing concern with the dramatic rise in the use of computerized electronic voting machines that store vote records in computer memory. The Election Protection Coalition (EPC) used a web-based election incident recording and reporting tool called the Election Incident Reporting System (EIRS) developed by the Verified Voti...
This paper shows that process definition and analysis technologies can be used to reason about the vulnerability of election processes with respect to incorrect or fraudulent behaviors by election officials. The Little-JIL language is used to model example election processes, and various election worker fraudulent behaviors. The FLAVERS finite-state verification system is then used to determine...
Data diodes, that is, devices which permit only one-way communication, without even a reverse channel for acknowledgment, have many potential uses within voting systems. A practical design for a data diode is presented that is simpler and more nearly self-evident than previously published designs. Communication protocols appropriate for use in the voting context are described. Throughout, we em...
I EEE is actively involved in creating standards for voting systems and related applications via the IEEE Voting System Standards Committee (VSSC/1622). An upcoming VSSC/1622.2 standard on election results reporting lets election officials organize election results and report them to the media. Another goal of VSSC/1622 is to improve US voting processes by creating a common data format (CDF) fo...
