This paper introduces Exclusion Logic a modal logic based on hierarchical finite-state machines. We show how Exclusion Logic can be used as a deontic logic to model social practices. We describe a computer implementation of Exclusion Logic in a multi-agent simulation, and explain how it efficiently resolves conflicts between incompatible norms.
