We describe relations between the Evans function, a modern tool in the study of stability of traveling waves and other patterns for PDEs, and the classical Weyl-Titchmarsh function for singular Sturm-Liouville differential expressions and for matrix Hamiltonian systems. We find the high energy asymptotics for the singular Weyl–Titchmarsh m-functions and the associated spectral measures of perturbed spherical Schrödinger operators (also known as Bessel operators). We apply this result to establish an improved local Borg–Marchenko theorem for Bessel operators as well as uniqueness theorems for the radial quantum scattering problem with nontrivial angular momentum.

For scattering systems consisting of a (family of) maximal dissipative extension(s) and a selfadjoint extension of a symmetric operator with finite deficiency indices, the spectral shift function is expressed in terms of an abstract Titchmarsh-Weyl function and a variant of the Birman-Krein formula is proved.
