This paper presents an H.264 standard-compliant video encoder optimized for region-of-interest (ROI) based coding and applied to American Sign Language (ASL) videos. Three encoding parameters are developed which allow the encoder to allocate both rate and computational resources differently between the ROI and non-ROI. An objective measure of intelligibility is included in an encoder parameter ...

A non-binary analog-to-digital converter (ADC) based on β-expansion, called β-encoder, is so far reported to achieve robustness against large process variation and wide environment change. Quantization error of β-encoder is not uniformly distributed, which makes the mean squared error (MSE) evaluation difficult. An analysis method for giving the upper bound of MSE of the quantization error is p...

Compression of wavelet coefficient sign has been assumed to be inefficient for a long time. However, in the last years several proposals have been developed and, in fact several image encoders like JPEG 2000 include sign coding capabilities. In this paper, we present a new sign coding approximation using a genetic algorithm in order to efficiently predict the sign of wavelet coefficients. We ha...

In this paper, we proposed an all optical 4-to-2 encoder that has 4 input and 3 output ports. This device generates a 2 bit binary code based on which input port is active. We used nonlinear photonic crystal ring resonators along with optical power splitter for realizing the proposed encoder. In this device the switching rate and area are obtained about 333 GHz and 612µm2 respectively.

In this paper we propose a matched decoding scheme for convolutionally encoded transmission over intersymbol interference (ISI) channels and devise a nonlinear trellis description. As an application we show that for coded continuous phase modulation (CPM) using a non–coherent receiver the number of states of the super trellis can be significantly reduced by means of a matched non–linear trellis...

In this paper the secrecy problem in the cognitive state-dependent interference channel is considered. In this scenario we have a primary and a cognitive transmitter-receiver pairs. The cognitive transmitter has the message of the primary sender as side information. In addition, the state of the channel is known at the cognitive encoder. Hence, the cognitive encoder uses this side information t...

In this work, we investigate a three-user cognitive communication network where a primary two-user multiple access channel suffers interference from a secondary point-to-point channel, sharing the same medium. While the point-to-point channel transmitter—transmitter 3—causes an interference at the primary multiple access channel receiver, we assume that the primary channel transmitters—transmit...
