Let X be a 4-dimensional toric orbifold. If $H^{3}(X)$ has non-trivial odd primary torsion, then we show that is homotopy equivalent to the wedge of Moore space and CW-complex. As corollary, given two orbifolds having no 2-torsion in cohomology, prove they have same type if only their integral cohomology rings are isomorphic.

We present an efficient variation of the good-suffix heuristic, firstly introduced in the well-known Boyer-Moore algorithm for the exact string matching problem. We investigate the category of Eilenberg-Moore algebras for the Giry monad associated with stochastic relations over Polish spaces with continuous maps as morphisms. The algebras are characterized through convex partitions of the space of all probability measures. Examples are investigated, and it is shown that finite spaces usually do not have algebras at all.
