abstract the third millennium has started, but the world is facing with serious challenges in achieving international security and peace. various human rights violations have lead the states to find means to protect human rights. also article 55 of the united nations charter introduces the respect to human rights and fundamental freedom as the most suitable ways to realize peace and security. one of the most suitable ways to realize peace security and protect human rights against violation is to consolidate human rights principles and values through human rights education. in order to achieve this goal, various conferences and meetings have been held and different instruments have been adopted universally and nationally. to support these measures, the united nations proclaimed the years from 1995 to 2004 the decade for human rights education and called all the states to develop a national plan action according the plan of action for the decade for human rights education in pre-school , elementary , guidance school and high school levels. the situation of every country should be considered in every human rights education process. also the effective methods in teaching, tools, the teachers and the students are highly important and should be considered. islamic republic of iran has started measures in order to achieve the goals of the decade for haman rights education and to develop the national plan of action but there are various and basic problems and challenges. key words: human right, education, human rights education, methods, informal education , formal education, school levels.
