abstract when in administrative law the matter of administrative offences are raised, these offences would have legal nature if they are force able, some of these offences are related to administrative law, where as some other pelts are common in civil or penal law. the current research intends not only to consider the concept and foundation of administrative execution rules but also compares them with penal law enforcement in the light common and difference aspects. regarding the administrative offences always these questions have been raised that what the foundation of its nature and legal order is whether it’s subject and relevant regulation are categories to penal or civil law or have an independent nature this dissertation intends to clarify, consider and respond these questions. important terms administrative offences, enforcement penal law. civil law offence rule of law, legal native (basis)
