A Bilevel Optimal Water Allocation Model Considering Water Users’ Satisfaction Degree and Water Rights Transaction: A Case Study in Qingzhang River Basin, China

The contradiction between water supply and demand in China is becoming increasingly prominent. A allocation scheme that satisfies various users can effectively solve it. In this paper, considering both individual rationality collective rationality, a bilevel optimal model for river basin resources established. Firstly, users’ satisfaction degree was defined, to characterize their with the resource scheme, principles of were mathematically expressed, represent negotiation activities initial rights allocation. Then, based on results, intake quantity, water-saving amount, water-trade amount optimized by trading. Finally, an algorithm response surface put forward solving proposed model. validity feasibility verified case study Qingzhang River Basin China.
