This paper investigates a Multistage Distributionally Robust Optimization (MDRO) approach to water allocation under climate uncertainty. The MDRO is formed by creating sets of conditional distributions (called ambiguity sets) on finite scenario tree. in the remain close nominal distribution according ϕ-divergence (e.g., Kullback-Leibler divergence, Hellinger distance, Burg entropy, etc.). discusses decomposition algorithm solve resulting with ϕ-divergences, which uses dual formulation and solves only linear subproblems instead convex ones. Some properties such as generating feasible policies valid upper/lower bounds are established. then applies modeling solution techniques allocate rapidly-developing area Tucson, Arizona. like many arid semi-arid regions around world, faces considerable uncertainty its ability provide for citizens future. primary sources Tucson region include (1) unpredictable population growth, (2) availability from Colorado River, (3) effects variability consumption. integrates forecasts all these into single optimization model robust sustainable allocation.
