A New Earth Observation Service Based on Sentinel-1 and Sentinel-2 Time Series for the Monitoring of Redevelopment Sites in Wallonia, Belgium

Urban planning is a challenge, especially when it comes to limiting land take. In former industrial regions such as Wallonia, the presence of large number brownfields, here called “redevelopment sites”, opens up new opportunities for sustainable urban through their revalorization. The Walloon authorities are currently managing an inventory more than 2200 sites, which requires significant amount time and resources update. this context, Sentinel satellites Terrascope platform, Collaborative Ground Segment Belgium, enabled us deploy SARSAR, Earth observation service used automated monitoring redevelopment sites that generates regular automatic change reports directly usable by authorities. paper, we present methodological aspects implementation details service, combines two well-known robust methods: Pruned Exact Linear Time method point detection threshold-based classification, assigns detected changes three different classes (vegetation, building soil). overall accuracy system in range 70–90%, depending on methods considered. Some remarks advantages possible drawbacks approach also provided.
