Assigning Shadow Prices to Synthetic Inertia and Frequency Response Reserves From Renewable Energy Sources

Modern electricity grids throughout the world, particularly in islands such as Great Britain, face a major problem on road to decarbonisation: significantly reduced level of system inertia due integration Renewable Energy Sources (RES). Given that most RES wind and solar are decoupled from grid through power electronics converters, they do not naturally contribute inertia. However, could support stability appropriately controlling but currently no market incentives exist for provide this support. In paper we develop methodology optimally clear ancillary services frequency control, while explicitly considering participation grid-forming grid-following inverter-based technologies. We propose mathematical framework allows compute shadow prices offered by pool diverse providers: synchronous synthetic inertia, enhanced response (e.g. curtailed RES) traditional primary thermal generators). Several case studies run simplified Britain system, illustrate applicability benefits pricing scheme.
