Barriers and enablers of environmental policy coherence: A systematic review

چکیده
The literature on policy coherence (PC) examines contradictions and synergies between policies. This systematic review explores factors that facilitate or disrupt PC in the environmental field. Based 70 empirical studies, this research describes evolution of literature, identifying eight critical factors. Furthermore, study identifies six avenues for future PC, such as methodological innovations including stakeholders development process. In addition to drawing analysis, suggests an integrative framework barriers enablers. These findings have implications policymakers program managers
