Disaster Risk Resilience: Conceptual Evolution, Key Issues, and Opportunities

Abstract Resilience has become a cornerstone for risk management and disaster reduction. However, it evolved extensively both etymologically conceptually in time across scientific disciplines. The concept been (re)shaped by the evolution of research practice efforts. Considered opposite vulnerability long time, resilience was first defined as ability to resist, bounce back, cope with, recover quickly from impacts hazards. To avoid possible return conditions exposure hazards, notions post-disaster development, transformation, adaptation (build back better) anticipation, innovation, proactivity (bounce forward) were then integrated. Today, is characterized multitude components several classifications. We present selection 25 used define resilience, an interesting linkage emerges between these dimensions (prevention, preparedness, response, recovery), offering perspective strengthen through development capacities. Despite its potential, subject challenges regarding operationalization, effectiveness, measurement, credibility, equity, even nature. Nevertheless, offers applicability opportunities local communities well interdisciplinary look at global challenges.
