The emergence of the theory welfare state provides wider intervention to state, in this case government, especially seeking society, including terms employment. Indonesian Constitution affirms philosophically that promoting public is responsibility government so its role employment very much needed. relationship between workers/laborers and employers arises from existence a working agreement. nature prevailing work assention decided by boss straightforwardly putting position worker/laborer as frail party. Therefore, even though at first only involved employers, it needs be regulated supervised form protection for who are always disadvantageous position. presence maker implementer supervisor policies implementation development concept.
