Abstract This paper introduces a tool for new service development in the context of emerging economies. For this aim, two-stage decision making model is applied measuring development-enhanced sustainable growth At first stage, bipolar q-ROF M-SWARA with golden cut used weighting process. second ELECTRE employed illustrating impact-relation map determinants respect to process The novelties study are construct novel decision-making approach by using q-ROFSs and figure out influencing degrees directions It also determined that testing has highest significance while creating growth. Ranking results demonstrate qualified organizational teams equipment most critical factor regarding innovative process-based necessary adapt current technological developments products be developed In context, advances these should followed carefully. process, it would appropriate companies reach goal employing personnel.
