This study examines the development of learning designs based on Realistic Mathematics Education (RME) probability topic at eighth-grade junior high school level. Probability abounds in everyday life, and RME approach is believed to develop students’ mathematical communication skills. design used Plomp model combined with Gravemeijer Cobb model. The research phase includes preliminary research, prototyping phase, assessment phase. products this are a valid, practice, effective Local Instructional Theory (LIT) teacher student books. results showed that students who participated using RME-based could determine concept effectively improve
