Opportunity or Challenge? Carbon Emissions Reduction under New Development Pattern of Dual Circulation

China’s economic development strategy is undergoing an evolution from foreign to domestic circulation mainly, and at the same time faces rigid constraints of “carbon peak before 2030” neutrality 2060”. However, both trade also have important impact on carbon dioxide emissions. To this end, paper uses 2017 multi-regional Input-Output table systematically simulate new pattern emissions comprehensive perspective production consumption. Our simulations find that when disappears, total output will be hit hard, greatly reduced; orientation weakens intensity increased, increase varying degrees, but by a certain extent. Among them, in living end accounts for considerable proportion, while electricity, heat supply, transportation, warehousing postal services, metal smelting rolling processing industries more. From policy perspective, government should promote green consumption achieve balance between growth emission reduction.
