Resilient Critical Infrastructure Planning Under Disruptions Considering Recovery Scheduling

Reliable and safe critical infrastructures are crucial for the sustainability of modern societies. To cope with increasing disruptive events such as man-made natural disasters attacking infrastructures, resilience should be considered an integrated perspective into system planning process. This paper presents a p-robust optimization model infrastructure network against spatially localized disruptions. The aims at minimizing investment costs hardening expansion total under nominal operating conditions, while incorporating requirements by p-robustness constraints. Importantly, instead only mitigating vulnerability, proposed integrates arranging repair sequence damaged components limited resources preevent planning. complexity is analyzed, hybrid algorithm that combines scenario-based decomposition variable neighborhood search developed its efficient solution. effectiveness approach illustrated through application to real power transmission system. Quantitative analysis can assist managers in decision making regarding investing different protection actions tradeoff between desired budget
