Concern for the dissemination of culture and enlightenment among broad strata population was object attention advanced part Russian intelligentsia. The educational activities intelligentsia continued at turn 19th-20th centuries. In historiography, types forms activities, interaction organizations government authorities, as well education indigenous peoples have been thoroughly studied. Using historical method, authors traced quantitative changes that took place in provincial region terms coverage local with activities. category everyday life made it possible to characterize practice enlightenment: both individuals entire organizations. article analyzes concept public by N. Novombergsky, also characterizes main directions Ya. Novombergsky pay close relationship between general economic progress. Pointed out negative positive aspects special education. Based on involvement archival sources, periodicals, historiographic analysis, conclusion is drawn: demand democratization scientific knowledge arose society answered by: work through museums, libraries, clubs, audiences, promotion history within framework commercial industrial, handicraft exhibitions, etc.
