The participants included were factories, research organizations, small medium enterprises (SMEs). An actor dependency model was used analyze observed survey interview data. results showed strong goal, task, resource dependencies participants. A conventional understanding advantages opportunities, increased experience sharing possible long-term synergies, is elaborated; moreover, an analysis disadvantages risks caused by delays inefficiency unnecessary complexity, also conducted.
