Strengthening Global Systems to Prevent and Respond to High-Consequence Biological Threats

Introduction: The world is facing the devastating impact a biological event can have on human health, economies, and political stability. COVID-19 has revealed that national governments international community are woefully unprepared to respond pandemics—underscoring our shared vulnerability future catastrophic threats could meet or exceed severe consequences of current pandemic. This study examines potential related deliberate Russian military use misuse tools modern biology an accident caused by CBRN evolving rapidly in highly volatile environment around Ukraine other conflicts. Method: A participatory foresight, co-creative, transformation-oriented methodology was used structure transformative model for disciplined exploration scenarios confront complex challenges facilitate improved outcomes. Foresight helps evaluate policy priorities new directions; see how possible decisions may combine with developments; inform, support link policy-making across range sectors; identify directions, emerging technologies, societal demands challenges; anticipate developments, disruptive events, risks opportunities. Results: found “mitigation scenarios” based “Confront, Regulate, Overcome” metamodel combined “Security, Rescue, Care” response modalities. These require cooperation/coordination law enforcement forces along forces, fire departments civil security resources, hospital first-line responder teams, order appropriately address populations, assets territories issues elicited identified threat, which drives key decision makers’ tasks at strategic level. Conclusion: foresight exercise demonstrated gaps biosecurity pandemic preparedness architectures highlighted war—exploring opportunities better cooperation improve prevention capabilities high-consequence generate actionable recommendations community.
