Timetabling for strategic passenger railway planning

In research and practice, public transportation planning is executed in a series of steps, which are often divided into the strategic, tactical, operational phase. Timetables normally designed tactical phase, taking account given line plan, safety restrictions arising from infrastructural constraints, as well regularity requirements bounds on transfer times. this paper, however, we propose timetabling approach that aimed at decision making strategic phase to determine an outline timetable good passengers’ perspective. Instead including explicit synchronization constraints between train runs (as most models do), include adaption time (waiting origin station) objective function ensure regular connections origins destinations. We model problem mixed integer quadratic program linearize it. Furthermore heuristic generate starting solutions. illustrate trade-offs dwell times trains two case studies based Dutch railway network.
