Towards a Volunteered Geographic Information-Facilitated Visual Analytics Pipeline to Improve Impact-Based Weather Warning Systems

Extreme weather events, such as flooding, are expected to increase in frequency and intensity. Therefore, the prediction of extreme assessment their local impacts urban environments, implementation adaptation measures becoming high-priority challenges for local, regional, national agencies authorities. To manage these challenges, access accurate warnings information about occurrence, extent, events crucial. As a result, addition official sources monitoring, citizen volunteered geographic (VGI) has emerged complementary source valuable information. In this work, we propose formulation an approach complement impact-based warning system that been introduced Sweden 2021 by making use alternative data. We present discuss design considerations opportunities towards creation visual analytics (VA) pipeline identification exploration from VGI texts images retrieved social media. The envisioned VA incorporates three main steps: (1) data collection, (2) image/text classification analysis, (3) visualization through interactive interface. envision our work potential support processes involve multiple stakeholders system: validation previously issued warnings, regional assessment-support documentation, monitoring ongoing events. results could thus generate is relevant climate decision provide future development systems.
