Using Decision Analysis to Integrate Habitat and Community Values for Coastal Resilience Planning

Abstract Decision analysis is applied to habitat and community resilience planning in Maryland, USA. Sea level rise causing wetland loss increased flooding coastal areas. A team at The Nature Conservancy analyzed a decision identify high-value conservation units across Maryland’s Lower Eastern Shore. selected two fundamental objectives: minimize flood impacts. Sub-objectives included function, migration potential, critical infrastructure, social vulnerability. Spatial attributes were based on ecological knowledge about socio-economic sustaining populations flood-prone Seven developed the Single-attribute value functions determined overall of each unit per attribute, whereas multi-attribute for all objectives. Sensitivity incorporated data adjustments different scenarios sizes, variation attribute weights associated with function. Pareto efficiency principle revealed tradeoffs between protection management engagement adaptation. Results indicate that four are efficient under sensitivity iterations they trade off objectives, one provides highest combined value. This research guided thinking equity making targeting actions local scales. approach methods can be used inform decisions other similar contexts.
