Emission Taxes and Tradable Permits: A Comparison of Views on Long Run Efficiency

نویسنده

چکیده

We compare three different views on the long run efficiencies of emission taxes which include thresholds, and of tradable emission permits where some permits are initially free. The differences are caused by different assumptions about whether thresholds and free permits should be subsidies given only to firms that produce, or full property rights. Treating tax thresholds, as well as free permits, as property rights would depart from the conventional view, but would allow greater flexibility in making economic instruments both efficient and acceptable. Such flexibility could be very important in achieving efficent control of greenhouse gas emissions. (JEL H23, Q28)

Emission Taxes and Tradeable Permits A Comparison of Views on Long-Run Efficiency

We compare three different views on the long run efficiencies of emission taxes which include thresholds (inframarginal exemptions), and of tradeable emission permits where some permits are initially free. The differences are caused by different assumptions about whether thresholds and free permits should be subsidies given only to firms that produce, or full property rights. Treating tax thres...

The relative efficiency of environmental policy instruments in a second-best setting with costly monitoring and enforcement

In this paper we in corporate monitoring and enforcement aspects in the choice of environmental policy instruments in a general equilibrium framework. Goulder et al. (JPE, 1999) look into the choice of policy instruments in the presence of distortionary taxes. We extend this model by no longer assuming full compliance from the firms. A violating firm is caught with a certain probability by the ...

The Race for Polluting Permits

International markets for tradable emission permits (TEP) co-exist with national energy taxation. A firm trading emission permits in the international market also pays energy taxes in its host country, thus creating an interaction between the international TEP-market and national energy taxes. In this paper we model that interaction in a framework of a perfectly competitive international TEP-ma...

A Comparison of Emissions Taxes and Permit Markets for Controlling Correlated Externalities

This paper provides an answer to the question, are emission taxes an efficient and self-enforcing mechanism to control correlated externality problems? By “correlated externalities” we mean multiple pollutants that are jointly produced by a single source but which cause differentiated regional and global externalities. By “self-enforcing” we mean a mechanism that accounts for the endogeneity th...

TURKEY FACING THE GLOBAL CLIMATE CHANGE PROBLEM An economic analysis within a regional General Equilibrium Model with a carbon tax policy and a tradable emission permits system Preliminary version

An applied general equilibrium model is proposed to quantify the impact of a national environmental program on the Turkish economy, based on environmental taxes and a system of tradable pollution permits. In this model, Turkey is divided into different regions according to the level of industrialization and pollution in order to determine the most appropriate policies. The energy and transport ...
