ICT Industry-Specific Optimal R&D Index Using Growth Performance: An Extreme Value Model*

This study develops an ICT industry-specific optimal R&D index for midto long-term policy implementation. We propose R&D infrastructure for ICT sector’s global markets and top priority areas for long-term ICT policy. The extreme value theory is used for the analysis and for the development of the optimal R&D index based on the specifics of the ICT industry. In addition, results are applied to the analysis of the CPND ecosystem. Results of this study highlight the importance of R&D for the maximum effectiveness of content and of software platforms, and lead to the following recommendations: increase in the R&D budget for content and platform, encouragement of diversity and creativity in the ICT industry, and promotion of entrepreneurship in ICT services.
