Drawing from the experience in research and practice the paper tries to discuss the effectiveness of participatory approaches in dealing with the problem of the growing fragmentation of contemporary urban societies. It is divided into three parts. In the first part there is a description of how “fragmentation” can be a key concept to interpret very different phenomena in contemporary urban societies. The second part illustrates how new demands of public treatment emerge from and must deal with this situation of fragmentation. The third part argues that while traditional hierarchical approaches are completely ineffective in the new areas of intervention participatory approaches look more promising at two different levels: – the level of the construction of strategic guidance in order to mobilise a scattered society toward temporary common goals; – the level of the construction of local integrated actions. A fourth and conclusive part proposes a discussion about the linkages between the two levels and about the issue of the effectiveness of participatory approaches.
