A Keynote Address for the sub - theme on “ Enhancing Teaching and Learning Through Research : Focusing on Web - based Distance Education ”

INTRODUCTION Context of the Study The Internet is becoming one of the most important tools in the educator's or trainer's toolbox. Internet-based distance education and training have been experimented within many countries. Already, materials and courses, ranging from a simple syllabus to highly structured courses developed by instructional design experts, are available. Some courses are free, while others require a high fee. Some courses are well designed, while others are not. Some online courses are offered as an extension to conventional courses, and others are created just for the Internet environment. There are also few dedicated institutions that only provide Internet-based courses. Internet-based education is a form of distance education in which the course contents are delivered and the interactions are provided by the technologies and methodologies of the Internet. It is known as a media-rich, online environment that allows people to interact with others asynchronously or synchronously in collaborative environments; CRIDALA 2000 – Enhancing learning and teaching through research 3 to gain access to remote multimedia databases for active, resource-based learning; and to manage self-paced, individual learning in a flexible way. Moreover, the independent time and distance of the Internet allows learners to enroll in a course from anywhere in the world at any time. Since the emergence of the Internet and the Web as a means of providing instruction and the fast expansion of interest in these media in the mid 1990's, there have been a number of studies which investigated their technical features, and tried to connect these features to the problems of des igning WBI. online courses based on the assumption that computer networking, especially computer conferencing, can enrich traditional learning experiences, support new types of interaction, and improve outcomes. Several functions of the Web including computer conferencing and knowledge structuring have been incorporated into the design of their virtual courses. Garland and Naugle (1997) and Simich-Dudgeon (1998) discussed key technical features of the Web and provided strategies for incorporating various types of online interactions including virtual discussions into online courses based on their CRIDALA 2000 – Enhancing learning and teaching through research 4 experiences with developing WBI. Barron (1998), viewing the Web as a worldwide, efficient and inexpensive technology for delivering instruction, outlined three design options for WBI-page-based, frame-based and screen-based-and provided specific guidelines for the design of WBT with two case studies.
