Towards World Class Commissioning Competency
نویسندگان
چکیده
The paper considers the overarching objectives of the UK healthcare system, and the ways in which commissioning was originally intended to contribute to the achievement of these objectives. It also reviews a number of existing frameworks describing the activities of commissioners and the competencies required to perform these tasks effectively. From this, fourteen domains of competency for world class commissioning are identified. It is suggested that many of the skills required for effective commissioning are already present within the NHS, although they could be more effectively mobilised. Others are well developed and clearly articulated in other sectors, but need to be more rapidly incorporated into the healthcare commissioning workforce. A third category of competencies (in particular those associated with upstream interventions on the demandside of the healthcare system) is still in the process of being defined as commissioning itself evolves. Developing these competencies will require innovation and creativity, risktaking, and learning from doing.

If you are reading this document, it is likely to be because you have an interest in how we can improve health care commissioning in the NHS and an appetite to use international comparisons to help us to do so. Our rationale for asking Chris Ham to produce this high level paper was based on a conviction that management decision making should be as much as is practicable evidence based (acknowle...
متن کاملApplication of latent class analysis in assessing the competency of physicians in China
BACKGROUND The physicians' competency is an important public health issue around the world. Several international organizations have taken the lead in examining the competencies required to be a physician. The purpose of this study is to identify subgroups of physicians' competency based upon the importance results of competency evaluation and provide a scientific basis for the qualitative rese...
متن کاملTowards Competency Question-Driven Ontology Authoring
Ontology authoring is a non-trivial task for authors who are not proficient in logic. It is difficult to either specify the requirements for an ontology, or test their satisfaction. In this paper, we propose a novel approach to address this problem by leveraging the ideas of competency questions and test-before software development. We first analyse real-world competency questions collected fro...
متن کاملA real-world approach to Evidence-Based Medicine in general practice: a competency framework derived from a systematic review and Delphi process
BACKGROUND Evidence-Based Medicine (EBM) skills have been included in general practice curricula and competency frameworks. However, GPs experience numerous barriers to developing and maintaining EBM skills, and some GPs feel the EBM movement misunderstands, and threatens their traditional role. We therefore need a new approach that acknowledges the constraints encountered in real-world general...
متن کاملBlack-box Testing of First-Order Logic Ontologies Using WordNet
Artificial Intelligence aims to provide computer programs with commonsense knowledge to reason about our world. This paper offers a new practical approach towards automated commonsense reasoning with first-order logic (FOL) ontologies. We propose a new black-box testing methodology of FOL SUMO-based ontologies by exploiting WordNet and its mapping into SUMO. Our proposal includes a method for t...
