How do GM / non GM coexistence regulations affect markets and welfare?

چکیده
This paper presents a theoretical economic model assessing the effect of the level of mandatory genetically modified (GM) / non-GM coexistence regulations on market and welfare outcome. We assume vertical differentiation of GM and non-GM goods on the consumer side. Producers are heterogeneous in their cost savings from GMO adoption. Producers of nonGM crops face a probability of having their harvest downgraded if gene flow from GM fields makes its GMO content above the labeling threshold. The government may impose to GMO producers mandatory ex ante isolation distances from non-GM fields in order to decrease the probability of non-GM harvest downgrading. It may also introduce an ex post compensation to non-GMO farmers for profit losses due to harvest downgrading, imposing GMO farmers’ participation to a compensation fund via a tax on GM seeds. Assuming endogenous crop choices and prices, we study the effects of ex ante regulation and ex post liability of GMO producers on market equilibrium as well as on global and interest group welfare.

This paper presents an overview of current and upcoming trade related regulations of genetically modified (GM) food, and analyzes their effects on trade, consumers, and producers. Using a three country analytical model of welfare and political interests, the study assesses the economic effects and motivation behind the adoption of import approval regulations, information requirements for GM com...
متن کاملCoping with Ex-ante Regulations for Planting Bt Maize: The Portuguese Experience
Ex-ante regulations and ex-post liability rules regulate the planting of GM crops in the European Union (EU). Those rules and regulations are in addition to the rules and regulations governing the planting of the equivalent non-GM crop. The legal basis imposing additional rules and regulations—the coexistence measures—is Directive 2001/18/EC on traceability and labelling of GMOs. The European C...
متن کاملEx-Ante Regulation and Ex-Post Liability under Uncertainty and Irreversibility: Governing the Coexistence of GM Crops
Ex-ante regulations and ex-post liabilities for using a new technology will induce additional costs for adopters. The standard model is advanced by including irreversibility and uncertainty and taking into account transaction costs of negotiating possible cost reductions. The case analysed is the coexistence policy for GM crops in the European Union. Results show, the design of the rules and re...
متن کاملStrategies for coexistence of GM and non-GM soy from import to feed processing.
Regulations 1829/2003/CE and 1830/2003/CE have allowed the placing on the European market of GM products in food and feed chains, and have defined their rules of traceability and labeling. For some supply chains, like for soy and its derived products that are used in the production of feed, manufacturers have to face both non-GM and GM production, although there are no labeling requirements for...
متن کاملPredicting the rates of cross-pollination between GM and non-GM crops using RBFNN with SVM and bootstrap approach
Recently, genetically modified (GM) technology has been successfully used to reduce the cost and to enhance the profit in agriculture. Although GM technology brings many benefits for non-food crops, people still misgive the effects of GM products for the health and the environment. Furthermore, GM crops might affect food (non-GM) crops in the open environment. Hence, how to find strategies for ...
