Dam safety: an evaluation of some procedures for design flood estimation*

This paper analyses a number of aspects related to the estimation of the design flood for a dam. A new approach to the estimation of the probable maximum precipitation (PMP) is described which takes advantage of the spatial variability of precipitation by using radar-derived distributed rainfall measurements. Procedures which utilize storm transposition and storm maximization are introduced to estimate the probable maximum flood (PMF) and are compared with regionalized statistical methods based upon the Wakeby and generalized extreme value distributions. Sécurité des barrages: évaluation de certain méthodes pour l'estimation du débit de la crue du projet Résumé Cet article décrit les nombreux aspects liés à l'estimation des débit de crue de projet pour un barrage. Une nouvelle approche pour l'estimation des precipitations maximales probables (PMP) est décrite. Celle-ci a l'avantage de tenir compte de la variation spatiale des précipitations en utilisant une distribution de pluies obtenue par radar. Des procédures, qui utilisent la transposition et la maximisation des pluies d'orages, introduites pour estimer la crue maximale probable (PMF) ont été comparée avec des méthodes statistiques régionalisées, lesquelles sont basées sur le Wakeby et sur la distribution des valeurs extrêmes généralisées.
