Usable Science 9: El Niño Early Warning for Sustainable Development in Pacific Rim Countries and Islands

چکیده
* During the preparation of this report, including the feedback from participants from various countries, cultural and disciplinary backgrounds, it became clear that " words matter. " They matter because we communicate by way of the written or spoken word. Some of the key words, including notions and concepts, used during the workshop were either not easily translated into other languages or cultures, or had different meanings and nuances, depending on the context in which they were used. The notion of " hotspots, " serves as one example. The Latin American participants noted that it does not translate well into Spanish. This raised a concern about other notions that might also not be well expressed in other languages. The word " creeping " as part of the phrase " creeping environmental change " was difficult to express in Russian. Some participants took issue with phrases and words such as the following: " weak " El Niño (which could mean either weak physical aspects or weak societal impacts); " reliable forecast " ; and even " adaptation. " This suggested that many words and concepts we use are geography-bound or academic-discipline-bound. Please keep this in mind when reading this report. Each word, even within a given language, can have several meanings in a dictionary. It is important to note the context in which the phrase or the concept is embedded and to realize that such cultural, technical, and geographic meanings can vary in interpretation from their intended use in this report. This is an ever-present problem for which there is no easy solution.

Pacific island regional preparedness for El Niño
The El Niño Southern Oscillation (ENSO) cycle is often blamed for disasters in Pacific island communities. From a disaster risk reduction (DRR) perspective, the challenges with the El Niño part of the ENSO cycle, in particular, are more related to inadequate vulnerability reduction within development than to ENSO-induced hazard influences. This paper analyses this situation, filling in a concep...

Sustainable development is a Controversial concept which has been considered over the three decades. It is comprehensive development and includes all of dimensions as âeconomicââ, âsocialââ and ââenvironmentalââ. In economic objective, it requires substantial economic change that can be brought about by investment and trade. They are effective factors of sustainable developm...
متن کاملPublic policy for Pacific environments and resources
Unlike the industrialised countries of the Pacific Rim, the economies of Pacific islands remain dependent on natural resources. Their exports are dominated by minerals, timber, fish, agricultural products and tourism. Moreover, in contrast to Pacific Rim countries—where the majority of the population is fully integrated into the cash economy—a large proportion of the population of the Pacific s...

References 7 first signs of the disease were recorded in livestock and humans. This facilitated strategic preparedness and significantly enhanced field response (FAO, 2006; WHO, 2006; Anyamba et al., 2010). In contrast, accurate, climatebased early warning systems have not yet been fully elucidated for West Africa because drivers of RVF emergence and spread are not as well known for that region...
متن کاملSpring persistence, transition, and resurgence of El Niño
We present a systematic exploration of differences in the spatiotemporal sea surface temperature (SST) evolution along the equatorial Pacific among observed El Niño events. This inter-El Niño variability is captured by two leading orthogonal modes, which explain more than 60% of the interevent variance. The first mode illustrates the extent to which warm SST anomalies (SSTAs) in the eastern tro...
