Costly Expertise

چکیده
In many environments, expertise is costly. Costs can manifest themselves in numerous ways, ranging from the time that is required for a financial consultant to study companies’ performances, to the resources necessary for academic referees to produce knowledgeable reports, to the attention and thought needed for jurors to construct informed convictions. The current paper asks a natural question germane to such contexts: how should a committee of potential experts be designed, in terms of the number of participants, their a priori preferences, as well as the rules by which their recommendations are aggregated into a collective policy? We consider a model in which a principal makes a binary decision (e.g., continue or abort a project), the value of which depends on the realization of some underlying state that is unknown (say, whether the project is great or inferior). The principal can hire a committee of experts from a pool varying in their preferences. All experts have access to an information technology providing (public) information regarding the underlying state. Information comes at a private cost to the experts, who care both about the final decision the principal takes, and about the amount they had personally spent on information acquisition. Concentrating on small committees comprised of up to two potential experts, we provide several layers of responses to our fundamental design question, varying in the flexibility of the available contracts. First, we study institutions in which agents make their decisions regarding information acquisition simultaneously and characterize the optimal way to organize committees consisting of either one or two agents. Mapping Knowledge Networks in Organizations: Creating a Knowledge Mapping Instrument
The ability to leverage organizational expertise is a critical success factor in most forms of knowledge work. However, expertise is an exceedingly difficult resource to manage. The design of computer-based support for knowledge management requires extensive, costly and inefficient cycles of knowledge elicitation to generate a reasonable knowledge map. We propose an alternative approximation te...
متن کاملKnowledge Transfer for Multi-labeler Active Learning
In this paper, we address multi-labeler active learning, where data labels can be acquired from multiple labelers with various levels of expertise. Because obtaining labels for data instances can be very costly and time-consuming, it is highly desirable to model each labeler’s expertise and only to query an instance’s label from the labeler with the best expertise. However, in an active learnin...
متن کاملEvaluation of successful treatment in achalasia with timed barium esophagogram: revisiting an old friend
Achalasia is a rare idiopathic, primary esophageal motility disorder. Pharmacologic, endoscopic and surgical methods are used in its treatment. The efficiency of the treatment is generally based on clinical "subjective" criteria. Manometry, which is the gold standard in diagnostic and in treatment monitoring is not always available, it is costly and it needs expertise. The role of timed barium ...
متن کاملAutomatic generation of natural language description for images
Image annotation is frequently used in image base management. Unfortunately, manual keyword indexing is costly and not exempt of errors for large image bases. In this article, we present a method for automatic image description in natural language for images without problems of occlusion. This method relies on a double expertise in image indexation and natural language processing and generation.

This paper presents an overview of Disciple-LTA, a new type of analytic tool that synergistically integrates three complex capabilities. It can rapidly learn the analytic expertise which currently takes years to establish, is lost when analysts separate from service, and is costly to replace. It can tutor new intelligence analysts how to systematically analyze complex hypotheses. Finally, it ca...
