復興計画に関する意思決定の場における主体とは、住民だけでなく、自治体職員、NPO・NGO、被災地大学の教職員なども含まれる。そのため意思決定の場には、「専門知」という普遍的な価値に基づく知の体系に立脚している主体と、「現場知」という固有な価値体系に基づく知の体系に立脚している主体とが混在することになる。東日本大震災被災地域の地域復興計画案に関する意思決定の場において実質的に決定権を握ったのは、「専門知」に立脚する主体であった。しかしながら、このような意思決定の方法が果たして妥当であったのかを検証する必要がある。理論上、意思決定の場で重視されるべきは地元住民の意思であり、「現場知」が参照され決定の根拠とされるべきだからである。その上で、意思決定の場における各主体に対する決定権の付与が公正（公平）に行われていたかどうかを、今後も恒常的に判断・評価する視点が必要だと考えられる。
