تعامل سازمان بین المللی کار و سازمان تجارت جهانی در تضمین استانداردهای بنیادین کار (موضوع اعمال تحریم ها)
چکیده
طی دهه گذشته تعامل میان استانداردهای کار و تجارت بی نالمللی به یک مسئله مهم در روابط میان کشورهای پیشرفته صنعتی و در حال توسعه تبدیل شده اس ت. بسیاری از مخالفان این تعامل، به دوگانگی این دو نهاد- سازمان بی نالمللی کار و سازمان تجارت جهانی- اشاره م یکنند و معتقدنداز نظر ساختار این دو سازمان بی نالمللی بسیار متفاوت هستند. عل یرغم اختصاص انجام برخی از امور توسط سازمان بی نالمللی کار و برخی دیگر توسط سازمان تجارت جهانی، اما همچنان انجام برخی از کارهامشترک توسط هر دو صورت میپذیرد. در این مقاله به نقد سیستماتیک برای ایجاد ارتباط بین سازمان تجارت جهانی واستانداردهای بنیادین کار از طریق اعمال تحری مها پرداخته شده است. دراین نقد به این موضوع اشاره شده که به طور کلی برقراری چنین ارتباطی به راحتی امکان پذیر نمی باشد،اما نقش بسیار قابل توجه این دو سازمان (سازمان بی نالمللی کار و سازمان تجارت جهانی) را در ارتقا استانداردهای بنیادین کار نم یتوان نادیده گرفت و این مقاله درصدد ارائه راه حل مؤثر و مناسبی برای حل مشکلات این ارتباط اس ت. در این راستا برا ی حصول کامل به هدف ارتقا استانداردهای بنیادین کار باید از ابزارهای گوناگون همچون برچسب زنی اجتماعی،گسترش آموزش و پرورش وآزادسازی تجاری در کشورهای درحال توسعه و توسعه یافته استفاده نمود the interaction of international labor organization and world trade organizationin ensuringbasic standards work abstract the interaction of labor standards and international trade has become a key issue in the relations between the advanced industrialized and developing countries in the past decade. many opponents of this interaction, point out to the duality of these two institutions - the international labor organization and the world trade organization - and said that the structure of these two international organizations are very different. despite devoting doing some other work by the ilo and the world trade organization, but some things are done jointly by both. in this paper, a systematic review to establish the relationship between the wto and labor standards are addressed through sanctions. in this paper, a systematic review to establish the relationship between the wto and labor standards are addressed through sanctions. in this review, point out that it is not possible to establish such a relationship easily, but the significant role of these two institutions in the promotion of labor standards cannot be ignored and this paper presents an effective solution to solve the problems of this link. but to achieve the goal of promoting basic standards various tools such as social tagging, expanding education and trade liberalization in developing countries should be used. key words: basic labor standards, full employment, economic sanctions, alternative tools .
