COVID-19の感染拡大に伴い，2020年6月に政府は「分散型国土」の推進を掲げるに至った．しかし，従来のように専門家の審議を経て閣議決定された国土計画・都市計画に比較し，その中身があいまいとなっている．概念として異なる現行のコンパクトシティ政策との距離感も不明である．本ノートでは都市機能の分散先として想定される1)地方，2)郊外，3)オンラインをそれぞれ取り上げ，それぞれの空間において分散化に対応してどのような現状と課題があるかを客観的に整理した．検討の結果，1)地方への分散方策の中身を明確化すること，2)都市圏においてコンパクト化政策に逆行するのを避けること，3)スリーマグネットの考え方を参考に，空間利用におけるオンライン化の最適点を見出すことの重要性を試論として指摘した．
