abstract because of the many geopolitical, geo economical and geo strategically potentials and communicational capabilities of eco region, members can expand the convergence and the integration in base of this organization that have important impact on members development and expanding peace in international and regional level. based on quality analyzing of library findings and experts interview findings; - resultant of inter-region economic and commercial forces has not acted in accordance with reinforcement and evolution of organization. - the political will has played an important role in the stages of formation and evolution of eco organization but the resultant inter-region political and security forces have not acted in favor of reinforcing the evolution of the eco organization. - structural and functional geographical factors are considered factors of eco members convergence but historical symbols of each of these nations indicate that they had historical negative understanding towards each other. - despite all the cultural commonalities and cooperation potentials, have had no positive function that lead eco to achieve its objectives. - create a regional consciousness and a common understanding of capabilities and geopolitical values in eco region has not reached maturity. members the structure of competitive relationships represent the lack of regional common understanding to these values. also resultant effective force of trans-regional either has negative effect on convergence of members. - despite all the progress that the evolution of structural and organizational development of eco and eco organization main documents obtained; the weakness of policy to create coordination in multilateral diplomacy, the weakness of domestic political institutions, the weakness of organizational structure, especially in business and technical expertise, eventually incompetence organization and human resources - especially in the secretariat - has caused many of the inefficiencies and structural weaknesses to be attributed to the functional. the main theoretical approaches to study the formation and evolution of regional organizations - in the context of the geopolitical theory of evolution- show that the weakens of multilateral diplomacy and foreign policy capabilities and strengthening regional stability and build relationships, in overcome the repulsive forces converge is very important.
